REGULATIONS OF THE INTERNATIONAL FESTIVAL OF THE NEW LATIN AMERICAN CINEMA

The 32th International Festival of New Latin American Cinema will be held in La Habana, Cuba, from December 2nd to 12th, 2010.

The Festival promotes and awards those works whose significance and artistic values contribute to enrich and reaffirm the Latin American and Caribbean cultural identity.

The Festival sets up an annual competition in Fiction, Documentary and Animation, Opera Prima, Unproduced Script and Poster. Besides that, the programme includes a showcase of contemporary world cinema, the Industry Sector initiatives as well as meetings and seminars on issues of cultural interest, especially cinema.


PROGRAMME

The following sections make up the Festival’s programme:

1. OFFICIAL SECTION IN COMPETITION


The annual competition for the CORAL awards showcases a selection of the most recent production of Latin America and the Caribbean. The competition includes Fiction (Feature & Short), Documentary and Animation films, as well as Unproduced Scripts and Posters. Debut fiction features of Latin American and Caribbean filmmakers compete separately for the Opera Prima CORAL Awards. Additionally, Corals are awarded to the best fiction feature film and documentary on a Latin American subject by a non Latin American filmmaker.

2. LATIN AMERICA IN PERSPECTIVE


2.1 LATIN AMERICAN PANORAMA
A selection of Latin American full-length fiction films which expands and complement the Official Section lineup.

2.2 THE HOUR OF THE SHORT
A selection of Latin American short fiction films which expands and complement the Official Section lineup.

2.3 DOCUMENTARY INFORMATIVE SECTION An ambitious panorama of Latin American life, as seen through the exceptional perspective offered by documentary.

2.4 MADE IN CUBA

Cuban and foreign filmmakers take a look at life in the country that hosts the Festival: a mosaic of visions bearing witness and encouraging debate on Cuban reality.

2.5 VANGUARDS

A selection of experimental works that explore original cinematic approachers both formally and thematically.

3. OTHER LATITUDES


3.1 SHOWCASES
Programmes focused in national cinemas, trends in contemporary moviemaking and the output of film schools and institutions.

3.2 CONTEMPORARY WORLD PANORAMA
A showcase of the most outstanding and representative titles in current world cinema.

3.3 DOCUMENTARY PANORAMA
Makes way for the ascending prestige, diversity and presence achieved by documentary filmmaking in the last years.

4. INTERNATIONAL FORUM OF THE CHILDHOOOD AND ITS AUDIOVISUAL UNIVERSE


Hosts The Audiovisual Universe of the Latin American Child seminar, as well as the sidebar For All Ages, devoted to international cinema for children and adolescents. Its Garabato Award is delivered by a children jury.

5. INDUSTRY SECTOR


A package of initiatives set up for professionals in filmmaking, production and distribution that includes workshops, seminars, a market for film projects and the competitive strand Postproduction Award of the ALBA Cultural "Latin America First Copy".

6. ENVIRONMENTS


6.1 TRIBUTES
Devoted to outstanding personalities of cinema and culture.

6.2 RETROSPECTIVES
Dedicated to prominent figures and movements in film history.

6.3 SPECIAL PRESENTATIONS
Screenings of films that bear a particular relevance in the context of the Festival.

6.4 SEMINARS
Theoretical forums open to discussing a range of issues on culture and cinema.

6.5 OTHER ACTIVITIES
Exhibitions, concerts, as well as launching of books and magazines.


OFFICIAL SECTION IN COMPETITION

1. FILM COMPETITION


1.1 The competition is open to works of Fiction, Documentary or Animation. Fiction stands for three competitive categories: Long Feature Film, Opera Prima (debut feature films) and Shorts & Medium Length Film.

1.2 Films must have been produced in 2009 or 2010. Directors of the films in competition are expected to come from Latin America and the Caribbean, but entries dealing with a Latin American subject by filmmakers from the rest of the world are also accepted.

1.3 Dialogues, narration and other filmic texts must be in Spanish. Otherwise, a Spanish subtitled version must be available. Subtitling costs are at the expense of the producer.

1.4 A film can only be entered once for the Festival consideration. Besides that, those films accepted by any other international festival held in Cuba do not qualify for the International Festival of New Latin American Cinema of La Habana.

1.5 Apart from the films in competition, this section will host a number of titles to be screened Out of Competition.

2. UNPRODUCED SCRIPTS


2.1 Only scripts for fiction feature films will be accepted.

2.2 Competition is restricted to authors coming from Latin American or Caribbean countries.

2.3 Scripts must be original (no literary adaptations allowed), written in Spanish and dealing with a Latin American subject.

2.4 Scripts must be free of production and distribution rights.

2.5 Only one script per author will be allowed in competition.

2.6 A script can only be entered once for the Festival consideration. Besides that, those scripts accepted by any other international festival held in Cuba do not qualify for the International Festival of New Latin American Cinema of La Habana.

3. POSTERS


3.1 Posters subject will be Latin American cinema (films, showcases, festivals).

3.2 Competition is restricted to authors coming from Latin American or Caribbean countries.

3.3 Format and design are free.

3.4 By “poster” is understood the work in its definitive printed form, as it is intended for commercial exploitation or cultural promotion.

3.5 A poster can only be entered once for the Festival consideration. Besides that, those porters accepted by any other international festival held in Cuba do not qualify for the International Festival of New Latin American Cinema of La Habana.


SUBMISSION

1. Submission of films, unproduced scripts and posters should be accomplished through the Festival website or directly at the office in La Habana, before September 10th 2010.

2. Those interested are expected to fill in and submit the online entry form with the requested data, including the author’s biofilmography. Incomplete submissions will not be considered.

3. Entry of a film or video work will be accompanied by a DVD screener for selection, as well as press and publicity materials like stills, press kits and trailers. The DVD with the screener will carry solely the work registered. Checking the correct reproduction of the screener before mailing it to the Festival is highly recommended as defective copies automatically invalidate the entry. Screeners will not be returned but archived by the Festival.

4. Submission of an unpublished script requires the following documents to be sent additionally by post: three (3) typewritten copies of the script; a signed statement by the author (not necessarily a notarial certification) indicating that the project is not subjected to any agreement with a third partner and that it has not been entered in the Festival before. The submitted copies will not be returned. Sending the script by email will not be accepted.

5. Submission of a poster will be accompanied by three (3) copies of the definitive printed work. The submitted copies will not be returned.

6. Screeners must be sent by courier at the sender’s charge and labelled as follows: “NON COMMERCIAL VALUE - CULTURAL USE ONLY”. Screeners are expected to arrive in our offices in Havana before the deadline indicated above, irrespective of the postmark date. Otherwise, the Festival has the right to postpone its consideration to the next edition or to cancel the entry.


AWARDS

1. CORAL AWARDS


Coral Awards in the following categories will be granted by international juries to the works in the Official Section in the following categories:

1.1 FICTION

• To the best three full-length fiction films

• To the best short or medium-length fiction film

• To the best fiction film by a non Latin American filmmaker on a Latin American subject

• To the specialities of direction, screenplay, cinematography, actor and actress, art direction, editing, music and sound

1.2 OPERA PRIMA

• To the best three full-length fiction films of first time directors

• To the best artistic contribution

1.3 DOCUMENTARY

• To the best three documentaries
• To the best documentary by a non Latin American filmmaker on a Latin American subject

1.4 ANIMATION

• To the three best animated films

1.5 UNPRODUCED SCRIPT

• To the best script.

1.6 POSTER

• To the best poster

Juries may grant one Special Award in the categories of Fiction, Documentary and Animation to works with exceptional artistic values or a special signification. Additionally, one Mention may be awarded in each of the above listed categories (Fiction, Opera Prima, Documentary, Animation, Unproduced Script and Poster).

2. AUDIENCE AWARD


A Coral Award will be granted by popular voting. Films in the Latin American Panorama sidebar are also eligible for this award.

3. INDUSTRY AWARD


Postproducción Award of the ALBA Cultural “Latin American First Copy”

4. INTERNATIONAL AWARDS


Also, the Festival will deliver the following Official Awards:

4.1 FIPRESCI Award, by the International Federation of Film Critics (FIPRESCI)

4.2 SIGNIS Award, by the World Catholic Association for Communication (SIGNIS)

4.3 UNICEF Award, by the United Nations Children’s Fund (UNICEF)

4.4 Distribution Award in Latin America, by Amazonia Films

4.5 TeleSUR Award, by the New Television of the South

5. COLLATERAL AWARDS


A number of Cuban and foreign institutions deliver a series of awards to films screening in the Official Section, Latin American Panorama, Documentary Informative Section, Made in Cuba and Vanguards.


FILM AND VIDEO PRINTS FOR EXHIBITION

1. Copies for exhibition must be available in the Festival’s office before November 15th 2010.
2. The Festival could only screen those films in the Official Section and the Latin American Panorama in the following formats:
• 35 mm (with optical sound)
• DVD, DVCAM and miniDV
3. As for the films programmed in the Documentary Informative Section, The hour of the Short, Made in Cuba and Vanguards sidebars, these will be screen in DVD.
4. The shipping costs to Cuba will be covered by the sender, while returning the copies to the origin will be the Festival’s responsibility, with the exception of the customs taxes charged by each country upon importation.
5. According to the Cuban Custom Office regulations, the film prints and video copies will enter the country as temporary imports.
6. The insurance service contracted by the Festival covers the risks of fire, lost, theft and damage for both prints and video copies, since the reception by the Festival until the return to the address indicated upon submission.
7. In case of loss or damage, the current cost of a new print or video copy will be reimbursed by the Festival, provided that the complaint was lodged within the (3) three months period starting from the returning date.


FINAL ARRANGEMENTS

1. The Festival decides which works will participate in the different sections of the event, as well as the date and time of each screening. Once the acceptance and programming details concerning a film were informed by the Selection Committee to the author, producer or any other interested part, and the latter had agreed with such a decision, the film could not be withdrawn before its screening by the Festival.

2. Submission implies the full acceptance of the above regulations.
